The writers of the cartoon screenplays were from Marvel?
The snake is highly reminiscent of the one from the "Conan the Adventurer" cartoon Identical, I would say. Could the designers/artists/whatever be the same?
Is interesting that these evil snake foes appeared during the 80's, paralelly to the Milius movie.... The Cobra Commander was some kind of serpentine dictator, just like Doom, also the "snake standards" and so... ... hmmm dunno, but could be a influence there? or maybe it was simply a snake fashion of the times, dunno....
I remember there was an animation movie of GIjoe where they discovered/cloned (or something) that new Cobra Boss and, I can't really remember, but they sorta found Atlantean ruins or something, with the remains of an ancient snake-men culture... which the Cobra Commander descended from, and he also turned into a snake... can't really remember...

Yeah, well it is clearly Marvel influenced and produced for that matter. I dont want to give Milius too much credit as Marvel/Roy Thomas had a HUGE influence on the making of the CONAN movie and many of its designs.
* The Kurgan in HIGHLANDER was very much CONAN movie inspired, combined with THE TERMINATOR. His armor alone was very much Thulsa Doom like, and the snake skull helmet is again, very CONAN inspired.

Absolutely, in fact the director originally wanted ARNOLD to play the role, so that's a proof he was thinking about Conan. Besides there are scenes of the Kurgan in modern city which are obviously inspired by Terminator, absolutely.
About the snake-helmet you mean the skull helmet he wears? I always thought it was more some kind of sabretooth skull....

You'll probably have to start googling skulls, but the overall impression I got was that it was indeed supposed to be that of a Snake or a hybridized Man/Serpent combo:

I see what you mean, though (far away from being a realistic skull) I think it's some mammal -because of the nose hole, but specially because of the teeth, different kinds of teeth are only of mammals, reptiles only have fangs-
It's not a sabretooth, I think I remembered the fangs longer in my mind, though it's some kind of fossil feline or something, I think. Notice the different kinds of teeth
I would say it's some kind of mix between a lion and a human skull.... though it could also be a mix between a human and a snake as you first said

The Serpentor character (a Thulsa-Doom dictator short of thing) also had a similar snake-helmet as the Kurgan (though purely and explicitely serpentine)... and was later transformed into that Wrath-Amon of the "Conan the adeventurer" cartoon which apparently had some similar designers....
check out the minute 3:40, he uses snakes as arrows
Also in minute 7:20, the Cobra Commander has transform into an snake....

The GI JOE cartoon was made by Marvel. The comic was actually first and debuting back in 1982. Larry Hama the author, based COBRA on the Neo-Nazi Serpent lovin HYDRA organization. Which in turn also seemed based on a supposed real life Nazi organization called ODESSA and of course SPECTRE from James Bond.
HYDRA was created by Marvel in 1965 to fight SHIELD.
